gnu: python-stestr: Update to 4.1.0.

* gnu/packages/python-check.scm (python-stestr): Update to 4.1.0.
[build-system]: Switch to pyproject.
[arguments] <tests?>: Enable them.
<phases>: Use custom 'check.
[propagated-inputs]: Remove python-future; add python-tomlkit.
[native-inputs]: Remove python-pbr; add python-ddt, python-iso8601,
python-setuptools, and python-wheel.
