gnu: jupyter: Move to jupyter.

* gnu/packages/python-xyz.scm (jupyter): Move from here ...
* gnu/packages/jupyter.scm: ... to here.

* gnu/packages/package-management.scm: Add jupyter module.
* gnu/packages/cran.scm: Likewise.
