[build-system]: Switch to pyproject-build-system.
[arguments]: Relocate field.
<#:tests?>: Disable them, as a lot of them are failing.
<#:phases>: Replace 'check phase. Refrash phase 'install-doc.
[native-inputs]: Add python-setuptools.
[description]: Improve style.
