gnu: OpenSSL: Add 3.0.

* gnu/packages/tls.scm (openssl-3.0): New variable.
* gnu/packages/patches/openssl-3.0-c-rehash-in.patch: New file.
* gnu/local.mk (dist_patch_DATA): Adjust accordingly.
