gnu: python-cython: Fix tests on i686-linux.

* gnu/packages/python-xyz.scm (python-cython):
  [arguments] <test-backend>: Use 'custom.
  <test-flags>: Skip one test on i686-linux.
  <phases>: Use default 'check; add 'pre-check.
