[build-system]: Switch to pyproject-build-system.
[arguments]<#:phases>: Import from <snippet> in phase
'loosen-requirements. Replace 'check phase by a smaller
'configure-tests phase.
[native-inputs]: Add python-mock, python-setuptools,
python-sqlalchemy.
[home-page]: Standardize use.
