gnu: bash-minimal: Support [cross-]build with gcc-14.

* gnu/packages/bash-minimal.scm (bash)[arguments]: When building for the 64bit
hurd, or cross-building, use "CFLAGS=-g -O2 -Wno-implicit-function-declaration".
