gnu: linkchecker: Shorten patch file name.

This file name was too long for 'tar', as reported by 'guix lint'.

* gnu/packages/patches/linkchecker-mark-more-tests-that-require-the-network.patch:
Rename to...
* gnu/packages/patches/linkchecker-tests-require-network.patch: ... this.
* gnu/local.mk (dist_patch_DATA): Adjust accordingly.
* gnu/packages/web.scm (linkchecker)[source]: Likewise.

+I believe all these tests require the network, at least they seem to
+fail if it's I run them without connecting my computer to the web.

+I'm looking at this as part of packaging linkchecker for GNU Guix,
+where the package is build and the tests are run in a isolated
+environment, intentionally without network access, to avoid issues
