guix system: Add '--skip-checks'.

* guix/scripts/system.scm (perform-action): Add #:skip-safety-checks?
and honor it.
(show-help, %options): Add --skip-checks.
(process-action): Pass #:skip-safety-checks? to 'perform-action'.
* doc/guix.texi (Invoking guix system): Document --skip-checks.
