gnu: usbutils: Update to 018.

* gnu/packages/linux.scm (usbutils): Update to 018.
[build-system]: Switch to meson-build-system.
[#:phases] {patch-bootstrap-scripts}: Delete phase.
{install-usbreset}: New phase.
[native-inputs]: Remove autoconf automake and libtool.
[description]: Mention the 'usbreset' command.
