* gnu/home/services/shepherd.scm (home-shepherd-configuration-file)[config]:
Define ‘make-user-module’.  Call ‘load’ in ‘save-module-excursion’.
* gnu/services/shepherd.scm (shepherd-configuration-file): Likewise.
