build-system: cargo: Support packaging Cargo workspace.

* guix/build-system/cargo.scm (cargo-build, cargo-cross-build)
[#:cargo-package-crates]: New argument.
* guix/build/cargo-build-system.scm (package): Use it.
* doc/guix.texi (Build Systems)[cargo-build-system]: Document it.
