gnu: python-pims: Update to 0.7.

* gnu/packages/image-processing.scm (python-pims): Update to 0.7. Fix
build.
[source] <uri>: Adjust it as PyPI archive name has been changed.
[arguments] <test-flags>: Remove skipped tests option and ignore one ore
whole test file requiring image data.
[native-inputs]: Add python-setuptools and python-wheel.
