gnu: python-numba: Update to 0.59.1.

* gnu/packages/python-xyz.scm (python-numba): Update to 0.59.1.
[build-system]: Use pyproject-build-system.
[arguments]: Delete sysinfo tests in phase 'disable-failing-tests.
[propagated-inputs]: Remove python-singledispatch.
[native-inputs]: Remove python-jinja2 and python-pygments; add
python-setuptools and python-wheel.
