gnu: gcc-4.8: Use less inheritance.

* gnu/packages/gcc.scm (gcc-4.8)[arguments]: Take the version specific
configure-flag from gcc-base.
[supported-systems]: Update supported systems.
(gcc-base)[arguments]: Remove version specific configure-flag logic.
