[arguments]<#:test-flags>: Remove obsolete test skips.
[propagated-inputs]: Add python-typing-extensions. Remove python-pyqt,
python-pyqtgraph, python-qtpy. Move python-matplotlib, python-networkx,
python-openpyxl to ...
[native-inputs]: ... here. Add python-setuptools, python-wheel. Remove
python-coverage, python-flake8, python-nbval.
