[arguments]: Set the "-DUSE_SYSTEM_LIBS=ON" configure flag instead of using a
patch.
[supported-systems]: New field.
* gnu/packages/patches/cpuinfo-system-libraries.patch: Remove file.
* gnu/local.mk (dist_patch_DATA): Remove it.
