gnu: wireviz: Migrate to pyproject-build-system.

[build-system]: Swap to pyproject-build-system.
[arguments] <tests?>: Explicitly disable as project provides no tests.
[inputs]: Add python-click, python-graphviz, python-pillow, and
python-pyyaml.
[propagated-inputs]: Remove python-click, python-graphviz,
python-pillow, and python-pyyaml.
[native-inputs]: Add python-setuptools and python-wheel.
