gnu: net-tools-for-tests: Remove variable.

* gnu/packages/linux.scm (net-tools-for-tests): Remove variable.
* gnu/packages/tls.scm (gnutls)[native-inputs]: Replace
net-tools-for-tests with net-tools.
[disallowed-references]: Remove field.
