gnu: Remove python-mox3.

Unmaintained, fails to build, no users in Guix, see:
<http://git.openstack.org/cgit/openstack/mox3>.

* gnu/packages/openstack.scm (python-mox3): Delete variable.
* gnu/packages/patches/python-mox3-python3.6-compat.patch: Delete file.
* gnu/local.mk (dist_patch_DATA): Unregister patch.
