[arguments]<test-flags>: Disable more failing tests.
<phases>: Remove 'patch-sleep as resolved upstream. Remove change-home,
add 'set-env phase.
[native-inputs]: Remove python-ipython, python-pylint,
python-pytest-xdist, and python-pytest-cov; add python-isort and
python-pytest-asyncio.
