Previously to this change, the 'guix refresh' download
policy (--key-download)would default to 'interactive', which would throw a
backtrace when guix was invoked with its stdin not connected to a peusdo
terminal (tty). This change makes the new default value 'auto' use
interactive only in an interactive environment, with 'always' used as
fallback.

We want to sort by file and line number, but the column number messes
everything up.
This is a follow-up to commit b43841c124.

location string before comparing them.

building, and checking all the "unused module" warnings and removing
those that were definitely unused.
This fixes a regression introduced in
8aeccc6240 whereby packages specified via
-e, -r, or -m, as well as packages *not* specified on the command line,
would all lead to a wrong-type error.
