Allow inherit ligations from calt (#750) 
* Allow inherit ligations from `calt`

Add `calt` to `hives` so `inherit = 'calt'` works.

Also get rid of `optInBuildup`/`optOutBuildup` because they just
merged into `para.ligation.defaultBuildup`.
